"Jo Ansell, chief executive of Providence Row, a London-based charity for the homeless, said such organisations were already starting to feel the effect of cuts. "We know there have been major [local authority] cuts, and they've passed some of that on to us," she said. "Although we understand their situation, the impact of losing a relatively small sum risks reducing our small team of two down to one - halving our capacity in this area."
